How do I use a GIFDB sticker on Telegram?

Telegram fully supports animated WebP stickers. Download a sticker from any /sticker/ page, then in Telegram open a chat, tap the attach (paperclip) icon, choose File, and pick the .webp you just saved. Telegram will animate it inline. You can also forward it to your Saved Messages first to keep it handy.
